Can You Merge and Reorder PDF Pages in Your Browser?

Microsoft's public roadmap says the Edge browser's built-in PDF reader will let people extract, delete, rotate and reorder pages and merge files, with general availability targeted for January 2027. Until then, and in any other browser, you can do the same jobs with free page tools that run locally in your tab.
What is changing in the browser's PDF reader?
On 20 October 2026, Microsoft added entry 577186 to its Microsoft 365 roadmap, titled "Microsoft Edge: Organize and merge PDF files in the built-in PDF reader". Its status is "In development" and its release date is "January CY2027". Because it is a roadmap entry, the date can still move.
According to the entry, people will be able to select pages to extract, delete, rotate or reorder, then save the result as a new PDF. They will also be able to merge the open file with other PDFs that are open in browser tabs or stored on the device. The entry adds that files are processed on the device and the originals are not modified, and that administrators can control the feature with a policy called PdfOrganizeAndMergeEnabled.
This follows a separate change. Microsoft's policy documentation says that from Edge version 156 the built-in PDF reader has moved to a newer version, and the old opt-out policy, NewPDFReaderEnabled, is deprecated. It is planned to become obsolete from version 162.
Can I merge or reorder PDF pages in my browser today?
Not with the Edge reader, if the roadmap is accurate: the page tools are planned for January 2027. Until they ship, the viewer is for reading, searching and printing, not for restructuring a file.
You can still do the job in a browser today with a dedicated page tool. The free tools on ilovspdfs work on the file inside your browser tab, so the document is not uploaded to a server. That matches the on-device approach Microsoft describes for its own feature.
How do I merge several PDFs into one file?
Merging is the most common reason people reach for a page tool: a cover letter plus a CV, several scanned receipts, or chapters exported separately.
- Open Merge PDF.
- Add the files you want to combine.
- Drag them into the order you want them to appear.
- Run the merge and download the combined PDF.
Check the order before you merge. Fixing a wrong sequence afterwards means working at page level instead of file level.
How do I reorder, delete or rotate pages?
Three different jobs usually hide behind "fix my PDF": pages in the wrong order, pages that should not be there, and pages that came out sideways from a scanner.
- Open Organize PDF to see the pages as thumbnails.
- Drag pages into the right order and remove any you do not need.
- Rotate individual pages that are sideways, or use Rotate PDF when you want a dedicated rotation step.
- Save the result as a new file and keep the original untouched.
Working on a copy is a good habit with any tool. The Microsoft entry itself says results are saved as a new PDF rather than overwriting the source.
How do I pull out only some pages?
Sometimes you do not need to reorder anything. You only need pages 4 to 6 of a long report, or one signed page to send on its own.
- Open Extract Pages.
- Choose the pages or ranges you want to keep.
- Create the new PDF and download it.
Sending only the pages someone needs is also a small privacy measure, because the rest of the document never leaves your hands.
How does the planned browser feature compare with a dedicated page tool?
The browser feature will be convenient for quick edits to a file you already have open. A dedicated tool is useful when you need a specific output or are not using that browser. The table below compares them on what is known today.
| Question | Planned Edge reader tools | Free browser-based page tools |
|---|---|---|
| Available today | No, targeted for January 2027 | Yes |
| Extract, delete, rotate, reorder pages | Yes, per the roadmap | Yes |
| Merge PDFs | Yes, per the roadmap | Yes |
| Where files are processed | On the device | In your browser tab, no upload |
| Works in any browser | No, Edge only | Yes |
| Administrator policy | PdfOrganizeAndMergeEnabled | Not applicable |

Frequently asked questions
Does Edge already merge PDFs?
Not according to Microsoft's roadmap, which lists merging as part of an in-development feature targeted for January 2027. Check the roadmap entry for any change to that date.
Will the new Edge PDF tools be free?
The roadmap entry does not mention a price or a subscription. Microsoft's own wording only describes the features, the on-device processing and the admin policy, so treat cost as unconfirmed until release.
Are my files uploaded when I use a browser-based page tool?
It depends on the tool. These free page tools run inside your browser, so the file is not sent to a server. Some other services upload files for processing, so read the privacy notes of any tool you use.
Do I lose the original file when I delete or reorder pages?
Not if you save as a new file, which is what the Microsoft entry describes and what you should do with any tool. Keep the original until you have opened the new PDF and checked every page.
Can I use these tools for scanned documents?
Yes for rotating, reordering, deleting and merging, since those operations work on pages rather than text. Searching inside a scan needs text recognition, which is a separate step.
